Statutory Changes
The Office of Special Education Programs (OSEP) has provided a series of documents that cover a variety of high-interest topics and brings together the statutory language related to those topics to support constituents in preparing to implement the new requirements. They also address provisions of Individuals with Disabilities Education Act, PL108-446 (IDEA 2004)  regarding the alignment between IDEA and No Child Left Behind,   referred to in this document as the Elementary and Secondary Education Act (ESEA) of 1965, which take effect on July 1, 2005 with the exception of some elements of the definition of “highly qualified teacher” that took effect upon the signing of the act.  It does not address any changes that may be made by the final regulations.

In early May, the partnership organizations met to develop dialogue starters and recommended activities around the statutory changes of IDEA 2004. These activities are written for you by individuals that share your perspectives on implementing the new law.

Dialogue Guides
Dialogue Guides are models for conducting interactive discussions across stakeholders in States and districts. Each Guide provides a common set of materials and suggested procedures for involving various audiences. In this manner, stakeholders all over the country can begin interacting in new ways around implementation issues.
